On my 1969 CA Romany, where the spindle for the thermostatically operated flap passes through the exhaust downpipe, there is exhaust gas leakage due to wear in the spindle bushes. I have a workshop manual which details a fix for this which involves a bit of engineering. My question is: can I remove the spindle and flap and block the holes in the downpipe, or will this cause problems on cold start-up? Any help or advice would be most appreciated.

Most of them failed years ago and have been removed by the method you have described !!
It was an attempt to reduce warm up time.

          Hi,
I understand the hot exhaust gas flowing up into the inlet manifold was to help vaporise the fuel when the engine is cold. No doubt some of the heat warmed the carb. aswell. As there is no hot air pickup on the air cleaner the carb. can get small pieces of ice forming on the emulsion block outlet during cold damp weather, especially from cold as the under bonnet temperature is low. My guess is that you could remove it if you were not planning on lots of cold weather running, or provide a warm air pickup from the exhaust manifold if you had problems. I have seen the flap and spindle at auto jumbles, but not the thermostatic spring or bushes.
